Start a model of outreach screening

History of Community Service

1. He Eye Hospital has been involved in Blindness Prevention projects even before its establishment-From 1989 to 1995, Dr.He Wei participated in international screening camps in Dalian, Fushun, Shenyang, Malaysia and Japan for more than 34 times.

2. After He Eye Hospital’s establishment

   • In 2001, got to know Aravind’s model.
   • In June 2001, set up Community Service Dept. in He Eye Hospital.
   • In July 2004, set up Blindness Prevention and Treatment Center in He Eye Hospital.
   • In Feb.,2005, sent Zhaoming to be trained in LAICO, Aravind.
   • In Feb.,2006, sent employee to be trained in LAICO, Aravind.
   • In March,2006, set up He Eye Care System.

Set up regional screening centers

1. On county and village level：make eye care affordable for everybody—massive screening for poor people. Independently organized or supported by local CDPF(China Disabled Persons’Federation), offering free screening for local people, once per month.
2. On city level
   • Develop the existed optical shops into vision centers, offer free screening and referral suggestion for people live around. Combine primary and secondary eye care by effective referral system.
   • Already set up 39 vision centers: 32 in Shenyang, 3 in Dalian, and 4 in Huludao.
   • Camp is used for areas uncovered by vision centers.
   • Function of Vision Centers：free screening, public education, referral.
   • Each vision center covers 50000-100000 population, offering free screening for cataract, glaucoma, DR, refractive error, etc.

• 17 counties: Liaozhong, Kangping, Faku, Zhangwu, Qingyuan, Xinbin, Dengta, Beipiao, Yixian, Taian, Changhai, Huanren, Benxi, Wangfangdian, Diaobingshan, Xingcheng, Kaiyuan.
