Brief Introduction of He Eye Care System

He Eye Care System (HECS) was founded in 1995 by Dr He Wei who received his doctor degree in Japan. Dr. He is also a current member of CPPCC National Committee. HECS has more than 1,000 full-time employees, 70 percent of which have Bachelor Degree. More than 50 employees of the HECS have Doctor or Master Degree and 20 employees obtained their qualifications overseas.

After more than ten years’ development, HECS has developed into a comprehensive system which is comprised of solely owned He Eye Hospital Shenyang, He Eye Hospital Dalian and He Eye Hospital Huludao, jointly owned Panjin and Wa Fangdian Hospitals. HECS also includes He College of Ophthalmology and Visual Sciences which is in the national enrolment plan, He Postgraduate Institute of Ophthalmology and Visual Sciences, which is an advanced training base for ophthalmologists, Shenyang Green Valley Bio-tech Industrial Co., Ltd that focuses on biotechnology development and more than 50 vision centres (optical shops). HECS has evolved into an integrated system including medical service，research，education, industrialisation and it has become an important member of international eye care system.

He Eye Hospital Shenyang，an affiliation of HECS, is the first private eye hospital approved by Ministry of Healthy, China. The hospital has the world-class ophthalmic equipment. He Eye Hospital Shenyang has been implementing the latest technology such as vitrectomy, phacoemulsification, ophthalmic laser. He Eye Hospital Shenyang has also developed the technology of cataract memory IOL implantation, 1.9mm micro-incision phaco IOL implantation and so on, which led ophthalmic technology in China in eight aspects.

In order to achieve the goal of VISION 2020, jointly initiated by WHO (World Health Organisation) and IAPB (International Agency for the Prevention of Blindness), He Eye Hospital has been devoting itself to the Prevention of Blindness(PoB) with the philosophy of “Contribute to Society; Trusted by Patient；Progress in Unity”. Its community eye care teams have been providing free screenings for more than 350,000 people and conducting free cataract surgeries for more than 15,000 patients during the past ten years. A total sum of RMB 30 million for free screening and surgery was covered by He Eye Hospital.

HECS’s contribution to the society is highly recognized by WHO and other International organisations. HECS was appointed to be the only member (category B) of International Agency for the Prevention of Blindness (IAPB) in China. HECS is also the first private hospital that cooperated with ORBIS International to launch a Prevention of Blindness (PoB) project in northeast China. Furthermore, He Eye Hospital Shenyang is the only member of National Guiding Committee for Blindness Prevention (NGCBP) in Liaoning Province. It is also the Liaoning Provincial Office of VISION 2020 and the designated hospital of provincial and city health insurance system. Since its establishment, He Eye Hospital has held many international and national workshops of ophthalmic technology. A number of famous international ophthalmologists were invited to introduce the latest advanced ophthalmic technology, which benefited thousands of ophthalmologists in China.

In order to change the shortage of ophthalmic personnel, HECS established He College of Ophthalmology and Visual Science and He Postgraduate Institute of Ophthalmology and Visual Science in 1999 and 2001 respectively. These institutions broke the Chinese traditional exam-oriented educational model by introducing international education value and by implementing capability-oriented educational model. A large number of qualified undergraduate and postgraduate talents have been fostered since then.

These colleges are cooperating with many famous universities and ophthalmologic institutions such as Doheny Eye Institute USA, Ophthalmology and Molecular Genetics Department, University of Florida, USA, Optometry Department, Nova Southeastern University, USA, Kyushu University, Japan, Tohoku University, Japan, Aravind Eye Hospital, India, L.V. Prasad Eye Institute, India, and London School of Hygiene and Tropical Medicine, UK. Every year, a number of postgraduate students and ophthalmologists are sent to these institutions to improve their capability. Also some foreign ophthalmologists are invited to provide training in the He Eye Hospital Shenyang. He College of Ophthalmology & Visual Science and He Postgraduate Institute of Ophthalmology and Visual Science have developed into comprehensive institutions that integrate education, research, and medical care. They are striving to be the “Chinese Stanford University” in ophthalmology.

In its forward-looking strategic plan, HECS considers bio-industry to be a new cutting edge of its future development. Correspondingly, Shenyang Green Valley Bio-tech Industrial Co., Ltd was established. The Green Valley implements the most advanced experimental and scientific equipments and employs the top national researchers majored in molecular biology to carry out the research and development for new product and new technology in the field of bioengineering. The Green Valley Bio-tech Industrial Co., Ltd has formed a pyramidal team structure led by senior talents and supported by intermediate talents. It provides not only the favorite research environment and professional equipment, but also strong financial and political support. The Green Valley Bio-tech Industrial Co., Ltd has carried out many national research projects. Moreover, the launch of “Dr. He” anti-aging products into the market has resulted in a huge success for its magic and long-lasting effectiveness.

He Optical, affiliated by He Eye Care System, is an eye care chain-shops that provide eye disease screening and optical services. More than 50 optical shops have been set up in Shenyang, Dalian, and Huludao. He Optical, as the primary eye care centres of the He Eye Care System, play an important role in early stage eye disease identification and prevention. The CEO of the He Eye Care System, Dr. He Xiangdong redefined the conception of contact lens from the ophthalmologic perspective and established a unique contact lens clinic where patients can receive ten essential examinations before wearing contact lens. He Optical was registered with ISO9001 in March, 2003 and became the first ISO9001 certified company in Shenyang Optical Industry since then. An anonymous survey conducted by Liaoning Provincial Technical Supervision Bureau showed that He Optical is the only qualified optical company in Shenyang. In May, 2000, He Optical was appointed to be the “Liaoning Modelling Company” by the organizing committee of China Association for Quality (CAQ). He Optical was also selected to be the “China Optical 500” and was edited into the China Optical Dictionary by The Editorial Committee of the People’s Daily Overseas Edition.

Furthermore, HECS fully owns Shenyang Silver Sea Medical Products Co., Ltd. and Shenyang Pacific Medical Products Manufacturing Co., Ltd which are the key suppliers of domestic and international medical equipments. They are the leaders in the field of medical equipments selling business with the goal of serving the entire ophthalmic industry in China.

After ten years’ practice, HECS has involved in many fields of eye care. It has been trying to be a long-lasting pioneer and leader in the industry. The goal of providing He Eye Care System for the people has been initially met. With the philosophy of “development, multilateral benefit, serving the people and serving the country”, He Eye Care System is targeting on higher and further goals.

Brief Introduction of President Wei He

Dr.Wei HeWei He, male, born in Jan, 1960, Shenyang, is a M.D. who studied abroad in Japan. He currently hold the post of Shenyang He Eye Hospital’s president, Dalian He Eye Hospital’s president, the president of He Postgraduate institute of Ophthalmology & Visual Science in Dalian, the president of He College of Ophthalmology & Optometry in Shenyang Medical University and general manager of Shenyang Green Valley Bio-tech Industry Company Limited.

He Wei, graduated from Medical Department of China Medical University and gained the medical bachelor degree in 1984. He graduated from Kyushu University and gained doctor degree of eye surgery pathology and gene engineering in 1993. He worked as micro-ophthalmologist in medical department, Japan Fukuoka University from 1993 and 1995. He came back to his home country to invest and establish Shenyang He Eye Hospital in 1996. He established He College of Ophthalmology and Optometry in co-operation with Shenyang Medical University in 1999. He established He Postgraduate Institute of Ophthalmology and Visual Science in Dalian in 2002. He invested and set up large-scale bio-tech engineering project—Shenyang Green Valley Industry Company Limited together with Shenyang Qipan Mountain Development Zone National Owned Assets Ltd. Co. in 2005.
